Or a W-2.....technically withholdings are pre-payments.

Yeah, she's just one of the handful of people in this country actually charged with writing the laws governing such.

It’s not just people who pay estimates.. everyone does through payroll tax withholding. The (small) business then sends that money to the govt semiweekly, monthly, or quarterly.
So her answer is everyone with a job does.
