Of course just drug addicted people guilty only of non-violent aka non-aggravated crimes don't belong in prison, UNLESS they're perhaps on their 3rd or so conviction of same. But a big problem out there is being drug addicted very often accompanies other types of convictions/crimes like property crimes or crimes of violence. In fact, that's more often than not the case.
In any event, most prison systems do offer addiction rehabilitation programs and successful completion of such typically works to shave some time off the sentence.
