I posted an article about that last year, I think it's already confirmed and the Japanese were planning to use them. Not sure how they got lava tube rights, but IIRC the article I posted talked about the Japanese planning to build a moon base in them.
What's curious to me is that they're making some "discovery" announcement right after it's been announced that Nokia will build an LTE network on the moon. I wonder if it is in anyway related to that.

Not yet, but it's been speculated they're there. I'm guessing it's something about the actual amount of water that's up there.
