It’s horse shite that a QB can slow down running and make it look like he is going out of bounds or giving himself up, only to run another 4 yards when the defense stops playing.

That isn't what he was trying to do. He was trying to get back behind the line of scrimmage so he could throw a pass only once he got there he remembered that isn't legal. The rest was improvisation.
