There are any number of ways he could exert pressure on her to get whatever the frick he wants. The office of the Governor of Louisiana wields a huge amount of power. Look how he's been able to control both the House and the Senate to keep any resolutions to break his stranglehold on the state buried in committee and calendared subject to call. And this is with an opposition controlled legislature. He could crush that Compton shitstain if he wanted to.
He wants to be senator, though and without New Orleans and Baton Rouge, the rest of the state is going to take a giant shite all over him. He knows that the two people on the top of his "do not frick with" list are the mayors of New Orleans and Baton Rouge.
It's as simple as that. Either of them turns their local democrat machines against him and his ambitions die instantly. He 100% CANNOT win a statewide race without block voting from both those cities. He barely won as a fricking incumbent governor WITH those cities.
