bars need under 5 % in parrish to be open

A parish needs 2 consecutive weeks under 5% to open. However, once open, they can stay open as long as the rate is less than 10%.

EBR is 2.9% for both of the last 2 weeks, so they are good to go for a while

So is that 14 consecutive days or the 14 day average?
