I've long suggested that whenever a person goes to cast a vote there be a random pre-vote question they'd need to answer. Nothing difficult, in fact make it real simple like - "who did we declare independence from leading up to the American revolutionary war?" And if you don't get it right, you'll never know - you still go through the motions of casting your vote, but it won't be counted. This way nobody's feelings are hurt, and you know we're all about that. But more importantly then, utterly ignorant voters don't decide anything.
