All depends on the rest of the staff and his stamina. If he can throw in the mid 90's for 60+ pitches then it would be tough to keep him in the dugout.

If he can show in practice and bullpen that he is healthy and has the stamina, he starts. How are you going to recruit elite power arms from your competitors or the MLB if you have a track record of just throwing them to the pen ?

He's going to start. Mainieri has even publicly made this known.
Also you have Devin Fontenot and Ty Floyd who are going to be dominant setup and closer whichever falls into each category.
