The president nor any member of congress undergo any type of security clearance background check. Their clearance is based on the fact that the voters choose to elect them to the office, and that cannot be over ruled by having to meet some type of security clearance requirements. However, not even the president has unlimited access to all classified material. The president and members of Congress only have access to classified material directly related to their work.
