The paycheck has to be the only reason. They have families and bills. I don’t know, but I would bet that there are thousands of cop resumes out looking for jobs elsewhere.

This is a dream scenario for a lot of them. They get to crack skulls with no impunity. Why would they leave that to work a traffic beat in some suburban town?
