I'm not going to argue with you. But you don't know what you're talking about.
The article I linked explains who is required to observe HIPAA privacy provisions.
And athletic coaches don't fit any of the categories of "covered entities under HIPAA."
ETA: Just think about all those major league baseball players whose managers have disclosed they have tested positive for COVID or have been injured. The same for some college football players who have been identified as testing positive by their coaches or who get injured and can't play.
That's because those managers and coaches aren't covered entities under HIPAA.
HIPAA, in general terms, restricts healthcare providers, suppliers and insurers from disclosing a person's health information.

LSU Russian, not to pick a bone but LSU staff provides healthcare to the athletes. I have a child that is an athlete. Also, Title XI has privacy clauses that don’t allow a university to release the identity of any student as it relates to test scores, health care or discipline.(paraphrasing with broad strokes).
