They shouldn't have to. Having a megaphone blasting a few feet from your face could damage your hearing. I'm certain those noise levels would exceed OSHA regulations, and those cops are on the job. And they can't wear ear protection, that would interfere with them being able to communicate with each other.
If I used a megaphone to shout out F-words over and over in public, I'd be arrested of disturbing the peace. This should not be tolerated, it's just empowering these people.
