If you got proof then why need for a panel? They are the judge and the jury

If they had evidence that could be used, it would not be sent to the Independent Review Panel. They are going this route because they lack evidence that can be used under the NCAA bylaws. This is a punt, so the NCAA can blame the Independent Review Panel when no serious allegations are made.
