Own an office in that parking lot. Guy moved in about three weeks ago. I have had multiple complaints from patients. Informed our Security Guard and he said they have contacted the police multiple times, but they said couldn’t do anything to him.

The guy accosting people on private property and the cops can’t do anything?

A good tazing out of sight of witnesses or cameras would change his desire to hang out there.
