Tropical destination with fewest covid restrictions

Looking to go somewhere end of October. We really wanted to go to St. John, but they just completely shut down again. Our group has all gotten the virus and are over it. Would like to travel somewhere that the locals aren't blowing this thing out of proportion.

I know someone who went to Aruba last week. They said there weren't many restrictions once there except no daily housekeeping. You have to have a negative covid test dated within 72 hours of arrival and pay an extra Aruban covid fee.
The Mexican resort areas don't require anything extra. The resorts are practicing the same social distancing protocols as you would see in hotels in the US.

We were also looking at St. John and bummed about the recent announcement they were 'closing' again for at least the next 2 weeks at minimum.
I haven't done a lot of research recently but it seems the best bet may be Mexico, either Cancun / Riviera Maya or Cabo. Talked to some friends that went to both areas within the past few weeks and said things were somewhat normal in both areas and mask requirements were fairly standard.
