And they have to be absolutely 100% sure that the season is actually going to kick off before they do it.

I’m trying to figure out... how does the Big 10 benefit by telling Nebraska they can’t play in the Big 12 for a season?

It would just piss them off and push them to leave the conference for good.

Another wrinkle is now the B10 is basically threatening Nebraska back with “if you try to leave don’t come back” which could make that whole process a lot easier if both sides are motivated to separate

Is this actually true? Wouldn't they get a share of their new conference's ad money offsetting any losses?
