I wonder if this has changed. More people get red dot mounted pistols each year and apparently it is faster as long as you train to not "fish" for the dot. A lot of people add unnecessary movement in their drawstroke to search for the dot but with training I have seen people pull off insane speed.
After I finished my runs with the different systems, I looked at Karl and said something to the effect of, "Man it's hard to find the dot. I'm looking too high." Karl replied by saying, "Everybody has that problem."
So I don't doubt what he said about devoting a lot of time to practicing with the RDS. You can take to the bank just about anything Karl says about handguns.
When I used to shoot Nick's PPC matches in Gramercy there was a fairly large contingent of guys shooting with RDS mounted pistols, and they were consistently the top shooters.
