1. He's not the head of TVA, he's a presidential appointed board member.
2. They weren't "outsourcing American jobs", they were moving internal IT jobs to a contract firm that is HQ'd in Canada (iirc).
3. The contract firm is stateside and employs Americans...
4. This move is simply caving to a public sector union as TVA was cutting 200 represented jobs to meet industry standard for software upkeep.

Wrong. TVA employees were being forced to train their foreign replacements. Spin it however you want but that is outsourcing.

A firm that hires American citizens who happen to be Indian (not all of them are) is not exactly foreign replacements.
