Weed blocker under pea gravel

Have an area with lots of weeds coming though pea gravel and tires of spraying area every 3-6 months to kill the weeds
Looking to redo existing pea graveled areas and lay a weed blocker underneath or spray something after removing pea gravel and replacing.
Will have field stone lining the edges also to help contain the pea gravel with higher beds and plants around pea gravel also
Any suggestions?

I have a weed barrier beneath my pea gravel and it's not very effective; all it takes is a few grains of gravel dust for weeds to germinate above the barrier.

I have the black "paper" under mine. It's like a woven sheet. Seems like it keeps most stuff out. But coco grass pops through it. Never thought about shingles. I would try that.

There's nothing you can do to permanently prevent weeds. They will find your smallest amounts of dirt in your gravel to grow and don't need much depth, so if you have say 1/2" of gravel and then a weed barrier you'll get weeds above your barrier.

I've experienced this after spending the extra time and money to make sure all grass was eliminated and put down several layers of hardscape barrier. Weeds nor grass grow thru the barrier, but they do pop up on the surface of the gravel. Easy enough to pull up but I have a small area.
I've switched to spreading salt and watering it in. I've done it twice this year and nothing has been growing. Not sure if it's ever a permanent solution but it's cheaper/easier/more effective for me so far compared to spraying Kill All.
