We never offered anyone a job at less than what their minimum salary requirement was.

Now this is probably a debatable point....I could see why you would say this. But I'll say that like I said our companies position was that it was counterproductive to the candidate and the manager to offer a salary lower than what that candidate wanted as a minimum. This is a rule that I could see added to the H1-B rules.

Then why are you so offended at them asking for more? You’re really butthurt about it. If they can’t get a job, they’ll lower their expectations.

So what are we to believe? That your company actually thinks a 21 year old kid, with no work experience, has realistic expectations for minimum salary requirements? Or that the hiring managers know they have access to labor at artificially suppressed rates?
Since you've already attested to using H1B's "quite frequently", my gut tells me it's the latter.
