That is already utilized in La. Many parishes have "drug court" where the sorts of offenders you're talking about have their cases heard.

The average person is painfully naive if they think our a significant number of our prison population wouldn’t just be in there for something else

The same exists in Alabama, but it's expensive and the drug user has to be able and willing to undergo random drug testing for an extended time + pay a lot of $$ for court fees/attny fees/drug rehab program fees. Some simply can't afford the cost to get the rehab they need.
