polishing compound and your polisher to start.
If that doesn't work go to wet sanding.

Elbow grease.
I'm doing my fish an ski right now.
Wet sand with 800 till the residue is all milky white.
Then wet sand with 1200.
Then wet sand with 2000.
Then buff with rubbing compound.
Then wax.
It's a lot of work but with it if you take your time.

Funny that you start this thread as I just finished an oxidation and gel coat project on my bay boat. The boat sat for a while and was heavily oxidized due to me being a dumb arse and not taking care of it properly but that’s another story. 3M makes a good product but I found a 3 stage heavy oxidation and gel restore kit by Meguiars Marine. Apparently it’s the same company as 3M bought Meguiars. 3M may be better however I can only speak to the product that I have used and it worked pretty good.
Here are some before and after pics

Oh and you will definitely need a buffer for this.

Harbor Freight sells a good sander/buffer along with good wool pads under $50.
3M compound/wax works great.
