How can these "lockdown" Governors not see ballot harvesting as an unsafe practice?

Volunteers walking around collecting articles from hundreds of people's homes closed with spit...seems in person voting is a hell of a lot safer..and seems the President could ban this very "unsafe" development with an EO...

Seems like the President needs to point out the contradiction of a measure needed to create safe voting that creates even more unsafe conditions...and then fix the issue permanently.
