Sports Illustrated: NCAA exploring OTA's+ 4 week camp to start on time

It’s not a long shot anymore - college football is on a path to an on-time kickoff.
To cap an optimistic week, #NCAA leaders are exploring a preseason practice plan of NFL-style OTAs & then a 4-week camp that’d be required before teams can begin a season
TLDR:
-6 week program starting mid-late July that would include 2 weeks of NFL-like OTA practices
-Followed by a required 4 week program leading up to first game
-If some states are not allowed to start, they would lean to starting the season regardless and cancel those games.
-PAC 12 remains unsettled

In layman's terms, how big of a change is this from previous Summer workouts and Fall camps?

By my estimates, this would actually put quite the delay to the start of the season.
If the 6 weeks started on July 13th, which seems optimistic based on their mid-late July estimate, 6 weeks ends on August 23rd. Then if you start the 4 week cycle immediately after that it runs from August 24th-September 20th. That's like the first 3 games, gone.
Not sure how that'll fly honestly, 10 weeks of stuff leading up to a late start to the season then the season. Seems like a lot.

The dam is starting to break for those DESPERATELY wanting the world to "shutdown" indefinitely. The millions of bodies predicted to pile up at the beginning of this ridiculous episode never materialized and the states that opened up "early" aren't seeing the cataclysmic "second wave" predicted by the experts and hoped for by the Karen's and their equally melodramatic males.
When you keep hyperbolically beating the drum that the world is going to end and it doesn't, people eventually stop taking you seriously. Folks all over the nation are tired of being forced to live in a restricted society and enjoying all the things (human interaction) that makes life worth living. The politicians/media are losing the PR battle and you can see the dam cracking more every day.

How long is fall camp usually?

I am hopeful, but a couple of things give me pause here. Take the following statement:
How confident are you that this prediction about testing will actually come to pass? This is not an anti-Trump comment; I would be suspicious of any government promise about that dramatic a ramp-up in capacity (we have fallen frustratingly short to this point).
More importantly, when some players and coaches begin to test positive (and they inevitably will), is there a plan to manage that without a freakout that shuts everything down? There should be, but that is my biggest concern. You can be sure that the first positive test for a player will be amplified by media hysteria, and followed by a bunch of virtue-signaling articles about how these big, bad, greedy colleges are forcing players to take their lives in their hands.
