Where can I travel to in July with no (real) Covid issues?

Opening their borders June 15. They will test you at the airport and you can go on your way. No 14 day quarentine They have had no new cases all week.

East TN will be open by then. Gatlingburg, Pigeon Forge, Smokies, Knoxville... get a cabin in the mountains for a few days, do a few touristy things, and spend a few days in town.
ETA: It's not as cool as Iceland, but it's a lot closer.

Gatlinburg is mostly open already. They are even already doing the moonshine samplings.

Regarding Iceland, I live in Nashville. Use the service "Fare Drop". I could theoretically get there for $532.
Nashville round trips to Helsinki dropped to $531 for some dates in September through November. These are the lowest fares we've seen recently, much lower than the average $1150.

An example. Point was to OP that there are some significant deals to Iceland right now if he were to consider it an option as noted in the suggestions above. That's just from the home departure site, but you could check your closest airport and likely find the same kinds of deals there right now.

Greece has had low COVID numbers and is also starting to open up. They should be 100% open by July.
