I don’t think it matters if he actually committed a crime or not...if they had reasonable and probable suspicion through observance that he was committing a crime then technically that would allow them to proceed.
I personally wouldn’t go chase a guy down, but I do think if I saw a man sprinting from a neighbor’s house - a man that was already suspected of previous break-Ins - I think it’s reasonable to assume the guy was committing a crime.

I thought the statue was you had to be observing said crime and it had to be a felony.
Meaning that I can detain you because you stole a pack of skittles or if I simply I thought you did something.
Regardless, hopefully this puts to rest some of the bs being floated out there. I dont argue he was trespassing, but that would not meet the criteria.

he was jogging through the neighborhood like he apparently had done pretty regularly
do not give these people the benefit of the doubt

A house under construction?
99% of contractors today do nothing except paperwork. They sub everything out. Site work, slab, framing, MEP, sheetrock, painting, trin carpenters, siding, roofers, etc etc all sub'd out.

They didn’t observe him on the day of the incident until he ran past their front yard. They tell the police they chased him because their had been a rash of break ins and had seen him on video trespassing EARLIER than the day of the incident.

No....they had to have direct personal knowledge of him committing a felony....if no crime was committed how is it possible for them to have direct personal knowledge that a felony was committed????
