NCAA Rule for Players making money

Could a high school player be paid for appearances prior to signing a LOI? Or between the time they sign as an early signing period and the February signing period? Here is why I’m asking. It seems to me having a company like Lamar and how much LSU is tied to them, boosters could use advertising to promote and try to lure other recruits to LSU. If there is one kid you signed during the early signing and they have a better teammate you're after, what a great opportunity to show how much you Value their commitment. I can see a billboard on I-45 here in Houston with the signed kid on it and a statement that says “I’m a Tiger! Why aren’t you?”

And pay the recruit for the billboard? Does LSU then also put in not so fine print, "this is a paid endorsement."

Not LSU paying anything. Some of us may lease a billboard or 2 here in Houston for the player to make an “appearance”.
I’m just wondering how far could we take it.

Agreed. However, the Houston Alumni will need to be super giving to keep up. I was trying to think of ways I could assist and if renting a billboard and paying the kid so much a month for him to be one there or every Texas commit with their school or keep building on the billboard, I’m thinking we can do something Creative that could help recruiting and keeping kids away from Aggie, UH, UT, Baylor, SMU and TCU. The latter 3 will get a TON of players because they are private and the fact that those alumni are absolutely loaded.
Tillman Fertitta is the president of UH and will use his Houston Rockets as appearances, restaurant business, casinos and hotels fund players to UH. I can see it now.
We will have to step up our game to compete.
I was hoping they could reform the old Southwest Conference with
UT massive money base, TAMU massive money base, TCU, SMU, Baylor, OSU massive oil donor, OU massive money base, Arky Jerry and Boys, UH Tillman, Rice.
That would be an absolute blood bath.

Start up leagues like the XFL are going to start skimming off the top players. College football is going to be a shadow of what it what was.
