I genuinely dont understand the underlying concept here....
Some states/municipalities are suggesting they open things up but you have to sign your name and phone number every time you go somewhere like a bar.
So if someone tests positive for COVID19 and says they went to an establishment, they can trace all the people they may have had contact with and ask them to get tested and isolate immediately.
It will actually work to stop the spread, but the question is do you care if it spreads to people who went to a fricking bar with other people on their own volition.

if people are willingly going out i think it is what it is at that point

Doubtful given where we are in the spread already. It probably could have had an impact if enacted 3 months ago, though back then it would have been seen as an extreme measure.

They are using our phones already. JBE said today we are already using contact tracing.
