So why not just move to phase 1 and keep the state of emergency? That’s right, because it’s harder to spend money in phase 1 and we may not reach that number to get the 90% fed pay out. Plus people will see virtually no change and push to go to phase 2, further highlighting the idiocy of shutting the entire state down and not just regions.

So just issue an order that is consistent with phase 1. If JBE cancelled the SAH order and enacted another order that is consistent with the phase 1 guidelines, the legislature wouldn't overturn it.
