Preemptively (before the area had a non-manageable problem with hospital capacity) cancelling everything seems to have no justification.
I can see cancelling all elective procedures if you get to a point that you are turning away emergency cases for lack of room, lack of PPE, or whatever.
But what was the sense in doing it before they were anywhere near that point?
