Because the very few people that live there, are so far from anywhere, they rarely go off of their farm. They stock up with what they need ahead of time.

While equally rural (actually probably even more rural), there just aren’t any people in many of those counties out west. Can’t have data about movement when the Elk don’t have cell phones...

The West has a very low rural density. The rural parts of the South have a much higher population density. There's a whole lot of nothing in the rural parts of the West. Drive through any rural sections of the South and you'll consistently see housing. Get on a satellite view and you'll see even more because most are tucked behind trees.
