There were some doctors in San Fran that alerted the government to shut things down immediately when they were getting their first cases. The government listened and they shut things down.
If San Fran didn't shut things down it would have ended up bad.

My theory is it’s already been though Cali. I’ve heard from several people from California that said they and a bunch of people they know got very sick back in January. And flu tests came back negative.

Still doesn't account for their disparity of cases.They also had 3000 people from China coming in on flights DAILY till Jan 31st
Their first case was also before NYC's.
Sorry,social distancing can't be that successful.
Either their population was exposed to this way earlier than anybody knows or NYC has multitudes is super spreaders.
Seattle has also kept CV in check along with Portland
