Some leave and go to other countries.

There also used to be a lot of nurses leaving for places like some of the richer middle eastern countries because of higher pay which is also tax free if you stay the required length of time. Some of the countries also furnish them a place to live free of charge.

Wrong metric/wrong issue

We could have AI practictioners triaging these folks in 1 to 1 ratio. If you get to a point where you need ventilatory support in this setting, you are likely going to die anyway (death is postponed). The battle needs to be fought well in advance (heathy population in general). Again that is on the individual...
