Each question to be decided on the floor is first put to a voice vote. Before the 
final result of that vote is announced, any Member may demand a division vote or 
seek an electronically recorded vote.

A division vote requires each member to stand and be counted, so there IS a headcount in that instance, but there is NO official record of how each member voted.

In order to force an “electronically-recorded vote” (OR individual yeah/nay vote), 1/5 of the quorum present must demand such a vote.
