Why do they call it “Shelter In Place?”

That makes it sound like there is an air raid or something or where you literally cannot leave your house under any circumstances
Currently in these states with this “shelter in place” policy, you can go to the grocery store, liquor store, gas station, work, exercise, etc.
I don’t know the specifics of every place but there also doesn’t seem to be a curfew.
Why the sensationalism with that name?

Perhaps because it confers a sense of urgency which matches the seriousness of the crisis.

Called it being placed on quarters in the service.

They’re trying to avoid the “q” word or “lockdown” or “martial law.” “Shelter” sounds like a warm word.
