small businesses don't deserve it anymore than individuals do. At least this way it gets to all the people instead of just small business owners. I don't get your logic other than that you must be a small business owner

It's not about who deserves it. Nobody "deserves" it.
But, it's better to help these businesses stay in business and keep employees employed than to give money to individuals only to have them without a job.
