I guess in my mind If the stock is sinking (xox
M) the dividend would drop as well — it seems like he company would be losing mo way. Is the increase in dividends to lure people back into buying the stock ?

The company announces that it will pay a dividend each quarter. Typically, this is the same amount every quarter and then increased once annually.
So for 2018 XOM paid:
Q1 77c
Q2 82c
Q3 82c
Q4 82c
2019, they paid:
Q1 82c
Q2 87c
Q3 87c
Q4 87c
The reason the "yield" increases, is because the yield is calculated by:
Total dividend paid/share price.
