Yeah, he did what he could with what he had.

When I saw it in theaters I thought it was going to be something like Palpatine was force ghosting and used machines to animate his old, dead body to make it seem like he had actually returned if that makes any sense at all. I figured that's why his body was so decrepit and needed machines to get around.

Granted, the 2nd Death Star exploded and there shouldn't be a body left but still.
