it’s a great movie but not much better than a lot of other films Korea has been pumping out for years. It was just a weak field overall.

That's not really relevant. This was the Korean film made for the Korean audience that resonated with the western audience (I think the buzz started at Cannes).

If it were American and not foreign does it still win?
This is a difficult question because Parasite was written for the Korean audience. An American adaptation would have to incorporate the same themes but substitute familiar American cultural cues/traits/values.
