That dynamic has shaped Chicago politics several times.
When the weather sucks and everyone takes the train in from the suburbs, the inner city riders have to wait for multiple trains to get on.
Circa 1983, the white suburbanites doing this and black inner city riders not being able to get on helped Harold Washington win office.
The reverse of this with black suburbanites and inner city whites impacted the mayor’s race a few years ago IIRC.
