You have a distorted and partially incorrect view of how this works.

If you make a claim for a new roof and then switch to another company, your insurance score is still increasing (which is bad) and will still result in a higher premium at the new company. Even if it’s a weather related claim that results in you getting a new roof, your insurance score will still be negatively impacted and your new company will see it and rate your new policy accordingly. It wouldn’t be as bad as if you had made a ratable claim (such as a fire claim, liability claim, most burst pipe claims, etc) but your new rate would still have that roof claim factored in. Now, you may still save money if the new company has lower base rates but to say that going about it the way you described will always be the best way is incorrect.
