In a perfect world, yes. However I do see why the Treasurer's office would take some for operations. That's generally how they operate as they get zero general funds.
They would argue it's because as an elected official they don't want to be too beholden to the governor and/or legislature to threaten to take their budget. I generally don't buy that argument, but I have to acknowledge that there is at least something there.
I am OK with him getting an amount to administer the program but that amount could be left up to the legislature to set rather than put it in the constitution.

yeah, they should have to go ask for the legislators for money and justify their cost like most of the others have to (and all of them should have to).
eta: i'm not sympathetic to the elected official argument, at all, because it's insane that he's an elected official anyway. that office wouldn't miss the tiniest beat if he were a professional rather than a politician. or if he were gone altogther.
