Well, they are sort of part of state government. They are run by the University of Texas.

They were allowed in under a change in rules, where a private school can join only if none of the private school associations will take them (and only then if it is due to size; San Antonio Cornerstone Christian -- affiliated with John Hagee's outfit -- tried to get in claiming TAPPS wouldn't take them, but that was because TAPPS kicked them out for rules violations).
