And for years I have wondered where all that money goes. Many of the countries we give it to still hate us. Many of them still represent national security risks. None of them have been accountable for where that money goes.
Just where does it go anyway?

20% goes to the countries for plausible deniability. ("Hey, they got their MREs and blankets.")
20% goes to the country's politicians to enrich them, capture them and keep their pie holes shut.
60% goes to NGOs and NGOs distribute as necessary to keep the gravy train rolling.

In Ukraine's case...
The money goes to Ukraine, it is skimmed before going and when it gets there (% unknown), then the remainder is used to purchase U.S. equipment...
In other words, the vast majority of the money goes full circle right back to the pockets of defense suppliers and contractors, who in turn donate to politicians...
The only reason anyone gives a shite about holding up aide to another country is it is fricking with their cookie jar...
