Wow. That legit creeped me out. Only thing I'd think that could do that to an otherwise Normal looking fan is synth weed via vape(mono). Walking along and someone offers a hit(we were down there and saw a ton of thc vaping). The synthetic shite will work like weed on one person and cause that kind of shite in another.
