that is indeed an assumption. Condensation on most windows is caused by lack of barrier under the foundation.

window panes are pretty simple to replace, depending on how many you have. Your house shouldn't be old enough to need new windows. There are better alternatives to your issues than replacing 10 windows, but a lot depends on time and interest.

Insulated glass typically comes with about a 5 year warranty maybe 10 from the actual window manufacturer. 17 year old windows will fail pretty regularly and have nothing at all to do with foundations. I work in the glass industry and this is what I deal with every day.

That being said when you have an abundance of failures like the OP I would definitely recommend getting it quoted for glass replacement and whole window replacement. Like someone else said, new window will most likely be way better energy rated, using vinyl with LowE glass, than replacing with what you have currently.
