if you had sufficient EEs, you could still carry the unused forward to the following class.

no you would be carrying back to the prior class, and the unused would go to the current class, not the following class.

so if we take 23 in the this years class (2020), then next year we could count back 2 EE's out of the 2021 class back to the unfilled slots in the 2020 class and the rest would count to 2021 class. Therefor you would be taking 27 total in 2021.

Maybe I am not understanding what you are saying because I know you know this due to I learned this from you most likely.

of course whatever number of EE's we have this year will not change anything due to we took the full allotment of recruits in last years class

Look at the post I was responding to. I was specifically commenting about your claim that the max signing is 28. As I said I don't think this is the case anymore, but even if it was, we wouldn't lose any spots if we had enough EEs.

For example, say we only signed 20 in the 20/21 class (this current class). If in Jan 21, if we had 5 EEs all of them could be applied to this class. If we were limited to 28, then we could only sign 23 more in the 21/22 class.

If we then had 2 EEs in Jan 22, we could apply them to 21/22 class. That would then let us sign another 25 to complete the 22/23 class for a total of 27. My point was we wouldn't lose any spots if the 28 limit still existed as long as there were sufficient EEs.
