This is not a new idea. It was floated back when Edwin was governor.

So was a by-pass. Let's see which one gets built first.

These types of dry reservoirs have been successfully done elsewhere. For example, Dayton has used them for a century. They create a good amount of green-space as well as flood protection.

If they do it right, it would help.

(Oh well, there goes that.)
