So why didn’t he run his Ukraine scheme through normal channels.
The bureaucrats have to follow his orders unless his motives are corrupt. In which case you need Rudy and Lev to run the show.

Because normal channels are corrupt.
Normal corrupt channel:
Tax Payer>Ukraine Foreign Aid>US Embassy in Ukraine>Payments to the Atlantic Council and other NGOs>Payments to DC politicians
Proper channel:
Tax Payer>Ukraine Foreign Aid>Raytheon for Ukrainian Javelins
DC is pissed Trump went through the proper channel. It was supposed to be their money.
