It's a conspiracy in an attempt to sway the committee to keep favoring Ohio State as the #1 team even if they lose.
Eta: They're probably considering that both Utah and Oklahoma can move ahead of LSU because of the defensive piece or that the committee will move all of LSU's opponents below 19 to rob LSU of their top 19 wins.

The 2% is in case of natural disaster such as an asteroid collision, an invasion by China, or some event that causes the end of the world.
